Do we want Britain to have fewer poor people in the future? I trust that your answer to this question is “yes”, whatever your political inclinations or favoured economic theory. So let’s take as a starting point that our goal is to reduce the number of poor people, OK? This might seem like the most uncontroversial premise imaginable. But it is, in fact, an extremely contentious proposition.
